Big Issues in Brief: Scaling up responses to HIV/AIDS

The Synergy Project's "Big Issues in Brief" papers provide program managers with information on what works in HIV/AIDS programming. The papers present the challenges and how to manage them—the lessons learned from field experience—to guide successful scale-up programs within the context of the President's Emergency Plan for AIDS Relief. The first three papers address the important issues of stigma, living positively with HIV/AIDS, and counseling. Big Issues in Brief papers are written in a direct and easily accessible style, and end with a list of related Web resources and endnotes that enable readers to easily locate additional HIV/AIDS technical information consulted in the writing of the brief.

Going to Scale in Ethiopia: Mobilizing Youth for a National HIV/AIDS Program This case study describes a collaboration between the Ministry of Youth, Sports and Culture and the YouthNet and IMPACT Projects of Family Health International. The study documents a successful youth-adult partnership that used youth-led Participatory Learning and Action (PLA) as an effective methodology to empower young people to communicate their sexual and reproductive health needs. Case Study of an NGO Capacity Development in Mexico: Developing a Participatory Monitoring and Evaluation Plan This case study provides a record of how a group of leading Mexican nongovernmental organizations (NGOs) participated in the development of a project planning matrix designed to represent
International HIV/AIDS Alliance (the Alliance) activities in Mexico and set indicators and collect data required to show project results. It is a detailed account of a project that reached 64 different groups in three priority states in its first year, strengthening HIV/AIDS information and other services through capacity building in strategic planning and external relations.

Room for Change: Preventing HIV Transmission in Brothels This document forms one of three research-based resources on HIV prevention among groups of individuals living and working in high-risk transmission settings. The purpose is to help encourage practical consideration and anlysis of the contextual causation of HIV risk in the design of effective interventions. The approach is based on Sweat and Denison’s description of four levels of causation of HIV risk affecting individual behaviors, applied to each of three major transmission settings. This document focuses on sex work in brothel settings, while the two other documents examine truck route and migrant settings. Each document examines: Key issues relevant to the four levels of risk causation peculiar to each transmission setting; Case study examples of structural interventions seeking to address various levels of risk causation; Summary and recommendations for the design of effective interventions.

Keeping Up With the Movement: Preventing HIV in Migrant Work Settings The second in the three module series, this document will help program managers and implementers establish a framework for better understanding the levels of risk causation in migrant work settings. Key issues arising from the detailed exploration of migrant settings in section II can be used in the design of new interventions, and/or to improve existing interventions.

Putting on the Brakes: Preventing HIV Transmission along Truck Routes The third in the three module series, this document will help program managers and implementers establish a framework for better understanding the levels of risk causation in truck route and other transmission settings. Key issues arising from the detailed exploration of truck route settings in Section II can be used in the design of new interventions, and/or to improve existing interventions.

Advances Through HIV/AIDS Research Series

The goal of this series is to disseminate key research findings and expert analyses to busy practitioners and policy makers working in the field. Each paper places significant, new, or controversial research findings in a broader context and explores their practical and policy implications for those working on the frontlines. These are not “best practice” recommendations. Instead, the series aims to help decision makers recognize research breakthroughs and emerging technical challenges, and consider their implications for HIV/AIDS program planning, design, and applied research. The Methodology: In the development of each paper, one or more internationally recognized experts frames the paper, identifying key issues, recommending the most pertinent and recent publications, and describing significant ongoing research. The key issues and research findings are then modified into an accessible format for a broad audience.
